根据党的十七届六中全会作出的关于深化文化体制改革、推动社会主义文化大发展大繁荣的战略部署,拉萨应依托自身丰富独特的文化资源,深化文化体制改革,整合文化资源,使文化成为拉萨发展稳定的重要基石。当前拉萨的文化发展取得了令人瞩目的成绩,但在观念、环境、人才、机制、资本和政策等方面存在诸多制约因素。为此,应实施符合西藏实际、有拉萨特点的文化发展模式,通过先行规划、资源整合、改革创新、政策跟进、交流融合等举措,推动文化强市战略、特色发展战略、文化安全战略、文化品牌战略、文化人才战略和外向型发展战略,为平安拉萨、和谐拉萨、生态拉萨建设提供产业支持、精神动力和智力支撑。

According to the strategic plan on deepening the cultural system reform and promoting the development and prosperity of socialist culture by the Party's Sixth Plenary Session of the Seventeenth Session,Lhasa should rely on its rich and unique culture,deepen the cultural reform,integrate the cultural resources,so as to make the culture being an important cornerstone of the development and stability of Lhasa.Although Lhasa has made remarkable achievements on the cultural development,there are still many constraints in ideas,environment,human resources,mechanisms,policies,capitals,etc.In the future,Lhasa should implement the cultural development model in accordance with Tibet's reality and Lhasa's Features.With measures of advance planning,resources integration,preferential policy,innovation and exchanges,Lhasa will enhance the cultural strategy of a culture-featured city,a cultural security city,a cultural brand and a export-oriented city,in order to give the spiritual motivation and intellectual support in building a well-off,peace,harmonious and eco-industry city.
