西藏的稳定关系到整个国家的发展和稳定大局。作为一个边疆民族地区,西藏在社会治理方面面临着较为复杂的形势,维护社会稳定、实现社会发展的任务也非常艰巨。通过对在基层一线开展工作的第一书记的调查和访谈,发现在西藏的基层治理,面临着经济社会发展程度较低、维稳形势复杂及维稳压力较重、基层治理的力量较为薄弱等情况。这些发现,可以为加强西藏基层治理工作提供一些有益的启示。

The stability of Tibet is very important for the development and stability of China. As a frontier ethnic area,Tibet is faced with a complex situation in social governance. The task of maintaining social stability and achieve social development is also arduous. Through the investigation and interview of the first secretary who worked in the Tibetan rural,it is found that grass- roots governance in Tibet is faced with the low level of economic and social development,complicated pressure of stable,and weak grass- roots governance. These findings can provide some useful enlightenment for strengthening grass-roots governance in Tibet.
