文章从管理者、当地社区、全体公众及旅游者等利益相关者的角度分析了布达拉宫世界文化遗产管理现状及存在的问题,提出了调整或变革上级管理机构、加强组织内部能力建设；扩大遗产保护范围；加强社区参与；完善旅游阐释系统、推动遗产旅游核心的转变等具体对策。
Abstract：From the perspective of stakeholders'management,the author analyses the status quo and the existing problems of the management of Potala Palace,and proposes concrete measures for amcndments which includes:strengthening organizational competence;expanding the protection area;promoting communal participation;developing better tourist interpretation system; promoting transformation of the core of heritage tourism;and establishing systems of expert consulting and cooperation with social organizations.
