中国特色社会主义进入新时代以来,边境治理所面对的局面更加复杂,边境地区对于维护国家安全的重要性也不断凸显。中央第七次西藏工作座谈会要求确保边防巩固和边境安全,抓好强边这件大事。"确保边疆巩固和边境安全",本质是防范和化解边境地区一切输入型和内生型的国家安全风险,强化国家边境安全能力。因此,对确保西藏边防巩固和边境安全,应以习近平总书记提出的总体国家安全观为指导,放到"一带一路"倡议和我国南亚战略背景下,结合党的十九届四中全会精神和中央第七次西藏工作座谈会讲话精神加以考虑,回答的是如何在民生改善和开放中完善边境地区国家安全体系、提升边境地区国家安全能力的问题。

Abstrcat: Since socialism with Chinese characteristics has entered a new era,the situation of border governance has become more and more complex,and maintain national security has become increasingly crucial. The Seventh Forum of the Central Committee on work in Tibet called for ensuring the consolidation of border control and border security and focusing on strengthening the border areas. The essence of ensuring border consolidation and border security is to prevent and defuse all import-type and endogenous national security risks in border areas,and to enhance national border security capacity. Therefore,under the framework of "Belt and Road" initiative and China's South Asia strategy,it is important to regard General Secretary Xi Jinping's general concept of national security as the overall guide,taking the spirit of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China and the spirit of the speech delivered at the seventh symposium on work in Tibet into account,the best approach of improving the frontier's livelihood,perfecting the border area national security system and enhancing the national security capacity of the border area will become clear.
