西部地区经济发展落后,城镇化水平低,加快城市化进程是西部地区经济社会发展的重大战略问题。文章以西藏为例,对城市基础设施建设现状、资金来源、资金需求及投融资体制障碍进行系统分析,通过比较研究提出城市建设投融资体制创新的目标,创立"渐进式"投融资机制理论模型及城市建设模式,搭建多元化投融资平台;提出西部地区应制定合理的城市化发展战略,打好产业基础,发展城市经济,推进城市化发展,创新投融资机制,改变城市基础设施建设的经营、管理和投资方式。

The economy of western area develops backward and the level of urbanization is low.Speeding up the urbanization process is a significant problem for western areas' development.Taking Tibet as an example,the paper analyses the current situation of city infrastructure construction,capital source,the fund demand and the investment and financing institutional impediment.Through the comparative research,the author proposes the goal of urban constructive investment and financing institutional innovation,establishing the "gradualness type" investment and financing system theoretical model and the urban constructive pattern,building the diversifying investment and financing platform.The paper proposes the western areas should take the reasonable urbanization developmental strategy,build industrial foundation,develop urban economy,propel urbanization development,and innovate the investment and financing system to change the operation management and the investment way of city infrastructure construction.
