西藏和平解放以来,中央不断探索治藏方式,先后经历了三个阶段,形成了三种方式。党的十一届三中全会开启改革开放后,中央治藏方式由中央集权式演进为中央分权式,这是改革开放和西藏经济社会发展的需要。中央分权式的治藏方式使西藏顺利走上改革开放的道路,改革开放促进了西藏经济社会的发展进步与稳定安全,西藏建设取得了前所未有的巨大成就。中央治藏方式的演进是改革开放的必然,之后所形成的系统的西藏工作指导思想是改革开放思想在西藏的具体体现。

Since the peaceful liberation of TAR,the party central committee has continuously explored the governance strategy on TAR. The governance strategy has gone through three stages and formed three modes. The Third Plenary Session of the 11 th Central Committee of the Chinese Communist Party implemented the reform and opening-up policy,and since then the governance strategy of central party on Tibet has been transformed from a centralized state to a de-centralization one in order to meet the needs of reform and opening-up policy and socioeconomic development of Tibet. The decentralized strategy accelerate Tibet move towards the route of reform and opening-up. Reform and opening up have promoted TAR's economic and social development,stability,and security. TAR's construction has achieved unprecedented achievements. The transformation of the governance strategy of the central party on TAR is the inevitable result of reform and opening-up. The systematic guiding ideology of TAR formed the concrete manifestation of the idea of reform and opening-up in TAR.
