西藏自治区融入"一带一路"建设过程中要解决开放发展的问题。当前西藏对内对外开放发展水平都需有待进一步提升,与南亚邻国在"五通"方面水平也不高。因此,西藏融入"一带一路"建设中要做好顶层设计,明确开放发展的战略思想、战略目标、战略途径、战略重点和战略措施,从而提升西藏开放发展水平。

In order to solve the problems of open development during the process of Tibet's integration into the Belt and Road Project,Tibet's level of open development for internal and external development needs to be further improved,and its open level with the South Asian neighboring countries in the five-links is not enough. Therefore,when Tibet is integrated into the Belt and Road initiative,it is essential to conduct a top-level design,define the strategic thinking,strategic objectives,strategic approaches,strategic priorities and strategic measures for open development,so as to raise the level of Tibet's open development.
